Education :  Bachelor’s Degree

Experience :  1 year of relevant experience

Training :  4 hours of relevant training

Eligibility :  Career Service (Professional) Second Level Eligibility



  1. Graduate of Psychology, Behavioral Science, or any Social Science course.

  2. With at least 1 year hands-on experience on Learning and Development.

  3. Has attended at least 4 hours of relevant training on Learning and Development.

  4. Knowledgeable on: Training and Development Cycle; Career Development; Performance Management; Human behavior in an organization; research and statistics; relevant software applications; and, office management systems and procedures.

  5. Has basic knowledge or willing to be trained on: production, events and stage management; basic rules or procurement and processing of payments or reimbursements; and, airline reservation and hotel booking procedures.

  6. With good oral and written communication skills, public speaking and facilitation skills, and people skills; critical thinking, planning and organizing skills, customer service and networking skills, time management and good listening skills.

  7. Resourceful, flexible, creative and dynamic; with attention to details; completed staff-work.

  1. Facilitates the completion of required documents necessary in the administration of scholarship programs, including payment, allowances and other remunerations.

  2. Maintains an established network of contracts within the CCP, government and non-government institutions/organizations/entities.

  3. Implements employee services program by developing or enhancing employee welfare guidelines from a defined policy, communication plan and business direction of the Center.  Conducts meetings and consultations in support of employee services programs.

  4. Collaborates with the Human Resource Services Division for the grant of incentives and awards and facilitates the completion of required documents.

  5. Develops operational plans in managing a learning/training program.  Formulates training proposals to address training needs. Prepares Training Needs Assessment Report, terminal report or end-of-activity report.

  6. Prepares communications and correspondences necessary in the management of learning/training event.

  7. Applies training delivery techniques in the conduct of training sessions such as using verbal enhancers in communicating essential concepts, self-management strategies in public speaking, engagement strategies, and positive reinforcements or motivational incentives.

  8. Facilitates learning and development activities by observing the principles of adult learning to meet the desired result or outcome.

  9. Conducts career development activities by assessments or multi-source assessments to evaluate the progress and the acquired necessary competencies of candidates under the succession planning program of the Center.
